W.Va. Senate Passes New Mine Safety Rules

From The Guardian:
The West Virginia Senate unanimously passed legislation Monday that would require mines to use electronic devices to track trapped miners and stockpile oxygen to keep them alive until help arrives.
It only took 14 deaths in three weeks.

The question in my mind is: Why didn't they pass such legislation before this? This technology has been around for ages now. Why hasn't our mining industry kept pace? Really! As far as I'm concerned they committed murder. There's no excuse---and certain notthe bottom line!!!

Because it would've cost $20 per miner to give them a GPS locator. God forbid.
